In order to implement the permit system for electricians to work in the network, strictly implement the requirements for electricians to work with certificates, ensure the safety of power supply and use, and maintain the order of power supply and use, the State Electricity Regulatory Commission recently issued a notice requiring all power supply enterprises to further implement the permit system for electricians to work in the network in accordance with the measures for the administration of permit for electricians to work in the network and in combination with the current reality.
The notice requires that all personnel (including rural electricians) of power supply enterprises engaged in electrical installation, maintenance, test and operation operations on users' power receiving and transmission devices shall obtain an electrician access work permit. Power supply enterprises shall organize relevant personnel to apply for licenses in time in accordance with the requirements of this notice. Power supply enterprises shall assist the power regulatory authority to find out the distribution of power user units within the power supply area and the license status of electricians working in the power supply area, and submit relevant information as required. They shall publicize the relevant national electrician work permit system to users, publicize the permit system in the business place as required, and perform the obligation of notification in the work of telegraphic installation.
The notice also requires power supply enterprises to check the certificate of electricians working in the network of construction enterprises during the intermediate inspection and completion inspection of power receiving projects of users; During the completion inspection of the power receiving project of the user, the user is required to submit the list of personnel on duty of the power receiving project and their certificates, and conduct on-site inspection; The situation of unlicensed grid access operation found shall be truthfully recorded and reported to the power regulatory authority.
