On April 12, China Southern Power Regulatory Bureau and China Southern Power Grid Co., Ltd. jointly held a teleconference to launch the 2011 power supply inspection and mobilization, and continue to do a good job in the "three designated" special treatment of users' power receiving projects. The person in charge of China Southern Power Regulatory Bureau and the leader in charge of China Southern Power Grid Corporation attended the meeting and made a speech. The relevant person in charge of China Southern Power Regulatory Bureau made a comprehensive deployment for the inspection work. The responsible comrades of the five provincial (District) power grid companies of China Southern Power Grid system, local and municipal power supply bureaus, and county-level power supply bureaus with video and telephone conference conditions and relevant departments attended the meeting in local branch venues.
In his speech, the head of the Southern Electricity Regulatory Bureau fully affirmed the achievements made by power supply enterprises in standardizing power supply services, improving power supply quality and promoting the opening of the power engineering market. He pointed out that the power supply work in the southern region has made progress every year through power supply inspection, especially the "three designated" special treatment of user power receiving projects carried out last year. First, leaders at all levels of power supply enterprises attach great importance to power supply inspection; Second, it has promoted enterprises to operate according to law and supply power according to regulations; Third, it enhances the sense of social responsibility of enterprises. In the "three designated" special governance work, China Southern Power Grid Corporation attached great importance to it, carefully organized and established a multi-channel clean-up office to urge the existing enterprises to seriously implement the rectification, and the special governance has achieved phased results.
In order to ensure the effectiveness of the power supply inspection and the "three designations" special treatment work, the person in charge of the southern electricity regulatory bureau put forward four requirements: first, we should have a correct understanding, clarify the work objectives and requirements, implement the responsibilities, comprehensively and thoroughly carry out the enterprise self inspection, self correction and rectification work, ensure that the work measures are in place, and complete the inspection task with high quality. Second, we should correctly deal with the problems found in the inspection, take effective measures to thoroughly rectify and report to the power regulatory authority in time. For enterprises that have repeatedly been investigated and committed, and whose rectification is not in place and not in time, the Southern Electricity Regulatory Bureau will start the inspection procedure to investigate and deal with according to law, and notify its superior competent unit or make public exposure to the public. Third, in accordance with the power supply supervision measures and the relevant requirements of the Electricity Regulatory Commission, we should further improve the relevant systems, strengthen the internal supervision and restraint mechanism, form a long-term management mechanism, manage people with systems, and standardize the law-abiding operation of enterprises with systems, so as to truly improve the management level of enterprises. Fourth, we should firmly establish the idea of supervision according to law and strictly implement the inspection discipline. All members of the inspection team should firmly establish the concept of "people-oriented, supervision for the people" and supervision according to law, carefully inspect, strictly enforce the law, and perform their duties honestly.
